Update:
This is a link to a book by Herbert L Peters on Amazon. I read it when it was still a work in progress and a free ebook.

“Recommendation 666, The Rise of the Beast From the Sea”
I read it several years ago and any student of prophecy would find it very interesting. It is about Javier Solana ( a.k.a “Mr. Europe”) and a consolidation of power into one position, achieved through a couple of sly moves within the EU. In December of 1998, at their Vienna Summit, the EU’s head created the Office of “High Representative For Common Foreign And Security Policy.” Out of over 1,150 documents that were generated by the summit, the document that created the post of High Representative was recommendation number 666. The move created what would amount to the “most powerful position in the world”, the powers essentially applicable in the event of a “military emergency”.
The book also talks about a 10-nation alliance. ( On January 1, 1995, Greece became the tenth nation of a military alliance known as the Western European Union, or WEU) On June 5, 2000, the ten WEU nations adopted their Assembly Recommendation 666.
Javier Solana, the first EU president and the one who was in office at the time, was thereby the first person given the powers of the “High Representative and therefore Solana, and anyone else to sit in the position in the future, would be associated with the number 666.
This all took place during the time while America was pre-occupied with the hotly contested George W. Bush election win, his first term, so most of us missed it.
Mr. Solana was quite involved in Middle East policy and negotiation during the decade he was in the post, including the European Neighborhood Policy. This was a financial package with action plans for all participating nations. It is a seven-year deal which began January 1, 2007. It is my guess that when the antichrist “Confirms a covenant with many” this might be that very covenant. Interestingly in the language of the EU webpage which explains this policy, one only has to read the first sentence to encounter the phrase “stability and security”. This agreement was between the EU, and the following nation-states: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Occupied Palestinian Territory, Syria, Tunisia and Ukraine.
Hey, I report, you decide. My goal here is to connect you guys with all the sources of information the Lord has led me to. We all should do our own homework on these things. Pass it on!
